This trilateral partnership between institutions in the U.S., Japan and Uganda links the University of Minnesota, Makerere University in Uganda, and Naruto University of Education in Japan. The collaboration promotes up to three selected regional national teacher colleges in Uganda to strengthen secondary school headmaster training programs in support of national education decentralization initiatives currently underway.

Partners collected headmasters’ assessments of their knowledge and skill needs, used the data to design in-service training materials for headmasters, and assisted in the initial implementation of those materials through training workshops.
