    HED/USAID Higher Education Partnerships in Africa (1997-2007)

    There is growing recognition of the strategically important role higher education plays in the development of African nations—from support of basic education through teacher training, to skills development for professionals in key social and economic sectors. This paper was developed in response to a request from the Africa-U.S. Higher Education Collaborative Initiative, and explores a decade of experience with more than 100 U.S.-Africa higher education partnerships that are part of the U.S. Agency for International Development (USAID)-funded Higher Education for Development (HED) Program. While this paper focuses only on the African partnerships, the HED Program has administered more than 300 partnerships worldwide.
